The Accounting Manager is responsible for assisting the CFO in the fiscal management of the Charles Drew Health Center. POSITION-SPECIFIC COMPETENCIES ESSENTIAL FUNCTIONS DUTIES & RESPONSIBILITIES Responsible for all financial accounting and reporting implementing procedures and internal controls of the Finance Department Assist in supervising Payroll Purchasing Accounts Receivable Accounts Payable and General Accounting functions of the Finance and Business Office Department Maintains appropriate relationships with federal state and local tax authorities and government regulators (BPHC regional office etc.) Ensures appropriate insurance coverage including director s and officer s liability insurance malpractice and general property Responsible for the fiscal management of all city state and federal grants Coordinates efforts to attain maximum third party reimbursements including capitated arrangements Assist in the preparation of all regulatory reports including FSR UDS Medicare Medicaid IRS for 990 state tax returns etc. Attends Finance Committee meetings reporting on the current fiscal situation as well as other internal meetings as requested. Attends and reports at the Board of Directors meetings as requested by the CEO or Board members in the absence of the CFO. Assists in the preparation of the annual organizational budget coordinates departmental budgets and individual grant budgets and interacts with department managers throughout the year to ensure expenditures adhere to legal and budgetary requirements Other duties as assigned. POSITION REQUIREMENTS Education Bachelor s degree from an accredited college or university in accounting or finance (MBA preferred) Licensure Certified Public Accountant preferred Experience 5 years progressive experience Expertise Supervision of subordinates. Microsoft Word Excel Outlook Access Sage 100. Prefer health care finance experience including third party reimbursement mechanisms and federal guidelines regarding budget and financing.
