Under the direct supervision of the Chief Operating Officer the MIS Manager will manage the MIS-related activities at Charles Drew Health Center. This will include providing technology vision planning and leadership in the development and implementation of the organization-wide MIS program. They will support both clinical and business operations to achieve more effective and cost beneficial MIS operations. The MIS Manager is responsible for the Security of Information and will provide ongoing education to staff regarding current technologies being used. The MIS Manager directly supervises any contracted vendors for MIS technologies as well as any full-time part-time temporary or contracted staff within the MIS department. DUTIES & RESPONSIBILITIES Plan for the Information Technology needs of the organization including electronic health records voice data imaging telecommunication office automation and mobile devices. o Gather and analyze changing requirements of users develop effective and feasible ways to satisfy user requirements. o Recommend changes upgrades to existing systems and new software and hardware acquisition. o Provides advice on evaluation selection implementation and maintenance of information systems ensuring appropriate investment in strategic and operational systems. o Communicates regularly with leaders in the organization about IT priorities implementations changes and upgrades. o Serve as chair of Information Technology Steering Committee and a Member of the Corporate Compliance and Performance Improvement Committees Plans and manages the implementation of new information systems and software acquisitions. o Provides project management leadership and or coaching for new implementation. o Coordinates and coaches projects related to selection acquisition development and installation of major information systems. o Ensure that end users are trained adequately to take full advantage of the Information systems in the organization. Manages system administration including local area networks and wide-area networks. o Manages relationships with vendors for sales service and support. o Ensures that all information systems and networks operate according to standards (internal external accrediting agencies regulatory agencies and legal requirements including HIPAA & HITECH). o Oversees the development and maintenance of the system architecture defining standards and protocols for data exchange communications software and interconnection of health care network information systems such as the Heartland Community Health Network Iowa Primary Care Association and NeHII. Oversees reporting needs and data analysis for the organization. Ensures that the gathering processing distribution and use of pertinent information to make decisions in a timely accurate and cost effective manner. Reviews all hardware and software acquisition and maintenance contracts soliciting involvement and participation of other management team members as appropriate. Ensures that data systems are capable of provision of all patient data and statistics as required by Federal state and local agencies. Supports the development of patient reports typically coordinating with Heartland Network as requested. Oversees the development and maintenance of system recovery plans in the event of power failure damage to system etc. Facilitates correction of any system failures supervises contact points for computer and communication systems problems. Oversees the development maintenance and communication of systems documentation policies and procedures. Oversees the linkage between external technology systems (e.g. government vendors and other health care organizations) and internal resources including systems for electronic data exchange. Manages the IT department. o Provides Project Management leadership and coaching to members & contractors of the IT department as they participate in and lead projects and improvements. o Selects trains supervises evaluates and dismisses if necessary all Information Technology personnel and contractors. o Assures that the duties and roles assigned to the IT staff & contractors are performed. Provides performance feedback to the staff and contractors. o Develops the annual operating and capital budgets for information and technology systems based on organization strategic direction user needs and available resources. o Manages the financial resources of the department to stay within budget and to identify variances from the budget. o Manages the human resources of the department to stay within a productivity standard. Maintains the privacy and security of all IT information. Functions as an information security officer. o Develops and enforces policy and procedures to ensure the protection of IT assets and the integrity security and privacy if information entrusted to or maintained by the organization. Develop and maintain all HIPAA HITECH and Joint Commission Security policies and procedures and ensure they are available to the users. o Complete risk assessment analysis and action items of information technology systems. o Participate in the investigation of potential information security violations and provide the data necessary to enforce established sanctions. o Oversee communication of internal audit results to the proper Senior Leaders. o Conduct forensic computer investigation as necessary to analyze and or retrieve information that is deemed valuable to the organization. o Maintain knowledge of information security trends and proactive information security techniques. Ensures the cost-effective expenditure of resources o Develops and maintains policies and standards aimed at maximizing effectiveness and minimizing costs related to the acquisition implementation and operation of IT systems. o Evaluates alternatives performs appropriate cost benefit analysis and recommends solutions that maximize effectiveness and minimize costs commensurate with acceptable risks. POSITION REQUIREMENTS Education Bachelor s degree in computer- or information science-related field from an accredited college or university. Coursework also completed in Business preferred. Experience Minimum of 5 years of experience with increasing responsibilities for management and support of healthcare information systems and information technology. Considerable experience in a health care setting specifically in technology and information systems planning. Experience should also include exposure to both shared and external contracting solutions as well as support of in-house information and communication systems in a multi-site client-server environment. Ideal person will also have Experience with desktop mobile and server computer hardware. Familiarity with local and wide area network design implementation and operation. Familiarity with operating systems such as Windows Mac and Linux. Knowledge of office software programs such as word processing databases spreadsheet programs and communications software. Familiarity with computer peripherals such as printers monitors modems & mobile devices. Knowledge of department and capital budgeting processes. Ability to analyze and resolve complex issues both logical and interpersonal. Effective verbal and written communications skills and effective presentation skills for coordination and education. Ability to negotiate and defuse conflict. Self-motivator very independent cooperative flexible creative. Current driver s license and access to reliable transportation ability and willingness to travel when necessary. COMPREHENSIVE KNOWLEDGE OF Business principles and techniques of administration organization and management to include an in-depth understanding of the key business issues that exist in the health care industry. These include but are not limited to knowledge of strategic and operational planning integration of multiple health care solutions personnel administration federal state and local laws marketing and trends in the health care industry Data processing methods and procedures and computer software systems. Oversight of information technology solutions pertaining to all departmental processes and activities in a health care environment. Systems design and development process including requirements analysis feasibility studies software design programming pilot testing installation evaluation and operational management. Process analysis and redesign. Design management and operation of managed IT systems.
