Site Health and Safety Manager

Must take a personal and active approach to health safety and environment and understand and follow all state federal and company health safety and environmental requirements applicable to the work area and tasks assigned. Summary of Position The Manager Site Health and Safety will be responsible for planning developing and implementation of the Safety and Health & Wellness programs accident reduction and training programs which ensure a safe work place and promote health and safety consciousness throughout the workforce. Essential Duties Responsibilities Audits process and facilities with area(s) of responsibility to ensure the Health and Safety Management (HMS) System is in compliance and conformance not only with Cloud Peak Energy (CPE) requirements but with all applicable local state federal and business requirements. Leads in the development implementation and administration of a comprehensive occupational health and safety plan and to promote health and safety policies and procedures. Lead and manage investigations and root cause analysis. Company Standards Gatekeeper as assigned by the Director of HS & Training. Manages MSHA State Mine Inspector visits evaluates field activities addresses potential violations with inspectors and ensures documentation of all potential violations are completed as required. Evaluates Safety Training to ensure presentation materials are pertinent meets regulatory requirements and is presented in a professional manner. Oversees the development of safety related topics i.e. refresher contractor training new miner training and Part 77 training. Responds to employee Health and Safety inquiries regulatory complaints and or community groups. Coordinates with other CPE safety health and safety professionals to ensure consistency. Performs occupational injury case management duties and Wyoming and Montana Workers Compensation or similar. Ensures that employee concerns are dealt with appropriately. Track issues to completion. Emergency preparedness. Leads and participates in site contractor and employee interactions. Prepares site personnel and facilitates internal and external audits. Coordinates the mine rescue team train selected employees to respond effectively to medical fire and other emergencies and to maintain all emergency equipment. Administer the security program at the mine including oversight of the contract security service. Accountable for ensuring 24 7 availability of H& S personnel. Qualifications Knowledge and Relevant Experience Bachelor s degree in related field and 8-10 years experience or any combination of education and experience that provides the requisite knowledge to successfully perform the job. Prior experience in mining heavy manufacturing and or industrial work environments. Associate Safety Professional (ASP) Certified Safety Professional (CSP) and or Certified Mine Safety Professional (CMSP) certifications preferred. Montana Wyoming Surface Coal Foreman certification preferred. Skills Excellent conflict management skills to include resolution of complex employee relation issues. Excellent written and oral communication skills. Excellent customer service orientation. Ability to conduct research analyze data and develop robust action plans. Proficiency with Microsoft Office (Word Excel PowerPoint). Communicates a can do attitude and positive outlook minimizing negative behaviors. Leadership Management Ability to build relationships and work well across functions. Must be able to manage competing demands accept criticism and constructive feedback while being extremely adaptable and flexible. Demonstrated ability to organize priorities in order to reach the goals and deliverables of assigned projects through analytical and problem-solving expertise. Must be assertive take initiative and be able to propose alternate strategies to meet company demands. Demonstrates competence in key areas of management and leadership expertise including relationship management communication staff direction and motivation financial planning and control quality management risk management and the achievement of targets. Physical Demands While performing the duties of this job the employee is regularly required to talk or hear. The employee is required to continuously sit with frequent forward bending and rotation. The employee must frequently lift carry and or move up to 15 pounds rarely to horizontally lift up to 34 pounds and rarely lift carry and or move up to 50 pounds or swing up to 12 pounds. The employee is required to rarely push or pull up to 100 pounds of force. The employee frequently is required to use hands to finger handle or feel and reach with hands and arms occasionally use a right hand grip up to 30 pounds of force and rarely use hand at an elevated level. The employee is required continuously stand with forward bending and frequently rotating kneel and frequently to walk climb stairs crouch squat repetitively and occasionally crawl. Rarely the employee is required to squat repetitively or reach up to 74 . Specific vision abilities required by this job include close vision distance vision color vision peripheral vision depth perception and ability to adjust focus. Working Environment Works in office environment and site environment. This job operates in a professional office environment. This role routinely uses standard office equipment such as computers phones photocopiers filing cabinets and fax machines. Working outdoors in all weather conditions working in plant environment working in shop environment and working in the cab of equipment or vehicle.
