Director of Finance

This position will provide strategic direction and leadership for the financial and budget responsibilities of the Immigration and Refugee Program (IRP ). The incumbent will ensure that spending and expenditures are in compliance with grant and A-133 requirements. Essential Duties Works with the Chief Finance Officer and Senior Director for Operations to ensure that all financial policies and procedures of IRP are in compliance with CWS and funding source policies procedures and requirements. Manages the financial activities and schedules of IRP to meet the financial reporting requirements and deadlines specified by funding source and donors. Facilitates timely and accurate reporting of financial and budgetary information to relevant staff. Provides senior management office directors and relevant staff with actual-to-budget expenditure reports and analysis for all grants and unrestricted funds. Manages the tracking and monitoring of expenditures against budget and keeps the Senior Director for Operations advised of all situations which have the potential for a negative impact on financial performance. Facilitates monthly financial review meetings with IRP Senior Leadership. Works in conjunction with the Senior Director for Operations in the preparations of the IRP annual budget and with individual program and grant budgets. Develops and implements finance and budget training for IRP staff. Provides IRP offices with technical support and assistance in formulating budgets.Reviews annual budgets submitted by IRP offices. Designs implements and monitors systems procedures and reporting necessary to maintain on current basis accurate forecasts of cash requirements for meeting future spending including commitments entered into and which obligate IRP to future spending. In conjunction with the Senior Director for Operations initiates draw downs from the federal government. Assists with preparation for the annual A-133 audit. Prepares financial reports (including private donor funding) for internal management purposes. Ensures proper financial accountability related to travel advances corporate credit cards and expense reimbursements. Reviews allocations of items paid through the CWS Service Center. Oversees petty cash disbursements and reconciliation at CWS HQ. Serves as finance point of contact for IRP local offices. Collects legal services fees and forward to the CWS Service Center. Education Bachelor s degree in accounting finance economics business administration or other related field with a recognized certificate in accounting such as CPA or a Master s degree in Accounting. Experience Minimum of ten years related work experience including five years of management experience. Must have previous experience working in a non-profit environment. Familiarity with GAAP required. Must have experience with financial management and administration of USG grants. Extensive experience in working with computerized accounting systems and MS Office required. Other Requirements Demonstrated ability to oversee day-to-day budgetary contracts management and operations activities to ensure efficient and compliant implementation. Experience developing and reviewing financial reports. Held previous senior level positions for complex donor-funded projects. Effective communication skills and the ability to present financial information to senior management. Must be comfortable in being a pro-active member of a management team. Must seek to identify and communicate potential financial problems and propose solutions to the level of management appropriate to effect solutions.
