Firm knowlege of contract and Indian law Laguna Development Corporation is interested in you Position Summary General Description The Site Contracts Administrator is specialized in the practice area of contracts law and manages a Site Procurement Department. In working with Corporate Chief Legal Counsel the Incumbent shall provide legal support to protect LDC s rights on matters concerning the obligations risks and privileges of LDC an enterprise owned by a federally recognized tribe. Maintain a positive and respectful attitude toward customers and co-workers. Consistently report to work on time prepared to perform duties of position. Essential Duties & Responsibilities Negotiate contracts on behalf of LDC assess risks presented by various forms of contracts and counsel all levels of management regarding contract law and identified risks. Exercise and maintain a solid grasp of Pueblo of Laguna law federal law State of New Mexico law and applicability of the sovereign immunity afforded to tribally-owned enterprises. Maintain proficiency conducting legal research on a variety of legal matters prepare legal opinions letters and memoranda provide counsel to all levels of LDC management and represent LDC before Tribal Council Tribal Administrative Agencies and other regulatory and governmental entities under the supervision of Corporate Chief Legal Counsel. Manage a Site Procurement Department including Establish and implement purchasing and receiving policies and procedures and educate departments regarding purchasing policies and procedures and company bidding process. Liaison with Corporate Chief Legal Counsel on issues relating to the performance of duties including but not limited to contract language terms implementation and interpretation. Direct purchasing and receiving personnel set goals and objectives hire qualified personnel train develop and motivate staff conduct staff meetings and administer performance appraisals to facilitate and monitor employee development. Formulate and execute sourcing and procurement strategies which make efficient use of company resources identify market trends identify short and long-term sourcing options and identify short and long-term partnering opportunities with vendors. Enforce ethical practices in all dealings with company suppliers monitor subordinates and vendors to prohibit improper practices. Maintain superior analytical skills work under pressure in a fast-paced business environment quickly adapt to changing constituent needs and meet multiple challenges simultaneously. Maintain excellent written and oral communication skills. Occasional litigation and court appearances in Laguna New Mexico and federal court may be required. Other Duties Meet departmental financial objectives by forecasting requirements preparing an annual budget scheduling expenditures analyzing variances and initiating corrective actions. Actively participate in Management Development Leadership Series (MDLS) yearly. Actively participate in LDC s Management Capacity Program (MCP). Build relationships and loyalty with guests through sincere and meaningful interactions (e.g. learn guests names and preferences connect with them individually and professionally smile make eye contact and verbally greet guests from arrival to the property through departure and provide fast and friendly service to guests). Be a team player (e.g. work toward team goals and foster a collaborative and positive work environment put the team first assist coworkers treat all coworkers with kindness courtesy and respect never engage in negativity maintain openness to coaching learning and improving receptive to change and willingness to embrace challenges with team-spirit). Develop a thorough knowledge of services room locations amenities surroundings (e.g. gift shop restaurants theater etc.) providing accurate directions and information for guest inquiries about promotions and special events. At all times maintain a courteous positive and professional working relationship with all LDC personnel and the general public (e.g. coworkers clients and vendors). Work under pressure maintain regular and punctual attendance including working odd and unusual hours weekends and holidays. Perform additional duties and responsibilities as necessary or assigned. Education & Experience Bachelor s Degree and Juris doctorate. Demonstrated knowledge of contract law. Demonstrated experience with or willingness to learn principles of Indian law including but not limited to sovereign immunity and tribally-owned enterprises operating on and off the exterior boundaries of a tribe. Licensing & Certification Possess or acquire within one year of date of employment a valid license to practice law in the State of New Mexico. Obtain and maintain a gaming license through the Pueblo of Laguna Gaming Control Board. Maintain a valid drivers license. Computer Equipment Software Machinery Proficient with Microsoft Office (Word Excel PowerPoint). Knowledge of Kronos (timekeeping software) and Paramount (purchasing software) preferred but not required. Essential Physical Requirements The job requires the ability to hear sit talk repetitive use of hands vision push pull carry lift and slide transfer 51-100% of the time. The job requires the ability to balance climb bend over crawl crouch stoop drive kneel reach overhead stand turn twist and walk 1-24% of the time. Essential Mental Demands Requires the ability to solve problems organize plan make decisions interpret data read and write 51-100% of the time. Supervisory Responsibilities Requires the ability to hire promote compensate train discipline schedule apportion work direct appraise measure performance plan budgets and recommend the termination of subordinate employees. Work Environment (inside outside) The job is performed primarily indoors in an administrative setting. Other Requirements Incumbent must pass a pre-employment alcohol and drug screening.
