Why does the US not have paid maternity leave

The FMLA has its limitations. Independent contractors who make up approximately a quarter of the United States workforce are not eligible for FMLA leave. The FMLA covers both public- and private-sector employees but certain categories of employees including elected officials and highly compensated employees are excluded from the law or face certain limitations.
