The ChallengeWe are looking for 2 Grants Specialists to join our Integrated Mobility team in our Raleigh headquarters. You will have a direct impact on the effectiveness efficiency and safety of public transportation services statewide. In this role you will Provide technical assistance grant oversight planning administrative and operation assistance to public transportation systems in rural small urban areas for a geographic assignment area that will likely include a 20-25 county region. Work collaboratively with key NCDOT teams in Planning and Programming Finance Safety Security and Education. Give program guidance including grant management and oversight coordination and implementation of all activities relative to Federal State Capital administrative and operating grants. Manage NCDOT transportation grant activities and projects. Oversee and assist with compliance reviews quarterly report reviews and tracking. Maintain knowledge of all Federal and State Capital areas. Conduct invoice reviews. Work on special knowledge groups special project teams. Lead specialty tasks and assignments to ensure NCDOT meets federal and state program requirements. What You BringIn-depth knowledge of Federal and State laws and regulations affecting public transportation public transportation modes and their interrelationships. Experience with grants management including applying financial analysis to public transportation projects and systems. Knowledge of Partner Connect (NCDOT s grant management software). Advanced computer skills in Microsoft Office (Excel Word PowerPoint) and Smartsheets. Project management experience in scoping developing work plans allocating resources assigning tasks progress monitoring and reporting cost containment decision-making coordination and collaboration with internal and external stakeholders. Experience with collaboration and decision-making including working cooperatively and effectively with others to set goals anticipating and developing solutions to unique problems resolving complex and unusual problems and making timely effective decisions to facilitate project delivery and enhance organizational effectiveness. In-depth knowledge of federal transit administration programs. Demonstrated writing skills. Ability to evaluate problems and develop recommendations. Understanding of Federal Circulars Code of Federal Register and State Administrative Code. Ability to implement improvements in procedures and communication. Skills exercising judgment and discretion in establishing applying and interpreting administrative policies and procedures. You are organized can multitask and bring strong attention to detail. Education & ExperienceBachelor s degree and 2 years experience collecting and analyzing economic social data or in public transportation program service administration or An equivalent combination of education and experience.
