The ChallengeWe are looking for an Engineer Manager to join our Roadway Design team that produces and reviews roadway design lighting and electrical plans and provides technical expertise to internal and external partners. In this role you willOversee the preparation and review of design assumptions geometric designs for preliminary right of way and final plans produced using sound engineering judgement in compliance with AASHTO guidelines Roadway Design Manual Bridge Policy NCDOT Standard Specifications and NCDOT Standard Drawings. Ensure action on Advanced Acquisitions Right of Way or Construction Revisions as they come from the Project Managers Right of Way Unit or the Divisions. Oversee the coordination and review of the calculation of quantities developed by in-house staff and private engineering firms (PEFs) used to generate cost estimates used to allocate funding for Transportation Improvement projects (TIPs). Review recommendations from other NCDOT Units (i.e. Hydraulics Geotechnical Structures Management and Pavement Management etc.) to ensure they have been incorporated into the design. Ensure submittal of necessary corrections to Project Manager in a letter or marked-up PDF of their submitted plan. Direct the checking of final plan estimates to ensure that all necessary pay items have been included before submitting plans to the Contract and Standards Development Unit. Review Corridor and Design Public Hearing Maps generated by Plan Review and Design Support personnel or PEFs. Attend Public Hearing Map Reviews for all centrally managed projects. Lead meetings with PEF and design staff to review preliminary plans right of way and final plans with all applicable Units to go over their comments. Provide support on roadway design-related questions from PEFs Divisions other departmental units and citizens to clarify design requirements. Coordinate with Project Managers to ensure roadway design project issues are addressed appropriately and schedules are maintained. Attend meetings outside Roadway Design representing the Unit in areas such as scheduling project design scoping right of way issues construction reviews work zone safety and new product evaluation. Work independently without direct supervision in most cases but with the approval of our Unit Head. Direct training of engineers and engineering associates to develop their skills in the review and preparation of roadway design plans and calculation of quantities and aid them in the review of preliminary and final construction cost estimates. Maintain high-level knowledge of Geopak Microstation Corridor Modeler Open Roads Designer (ORD) and other software design tools. Participate in the process of reviewing interviewing and making recommendations for new hires and promotions. NoteWe may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors. What You BringThorough knowledge and understanding of engineering concepts roadway design practices and theories used in the design of all roadway types as well as knowledge of organizational structures historical budgetary or extraneous factors implications and skills applying this knowledge. Experience planning developing scheduling tracking and completing projects independently or with minimal supervision. Experience performing engineering analysis and preparing technical statistical and management reports. Teamwork skills collaborating with others to find solutions to controversial sensitive matters that establish precedents. Experience supervising motivating counseling and training engineers and technicians. Experience reviewing engineered plans and details to determine compliance compatibility with construction and engineering principles and design standards local state and federal regulations and NCDOT policies and procedures. Experience supervising permanent employees contactors and or consultants. Project management skills including the ability to set priorities develop a reasonable work schedule monitor progress towards goals and track details data information activities. Team leadership skills to accomplish project goals and objectives. Excellent verbal and written communications skills. Ability to prioritize work manage multiple priorities delegate and assign work. Coaching skills to mentor and manage team competencies in project management technical issues and unit policies and processes. Problem-solving skills needed to anticipate develop solutions and resolve unusual problems. Ability to ensure fiscal rules and regulations are correctly interpreted. Collaboration skills to work effectively with others to set goals solve problems and make decisions that enhance our organizational effectiveness. Maturity to positively influence others to achieve results in the best interest of the organization. Ability to manage professional services contracts including scoping estimating negotiations invoice review approval project closeout and consultant evaluation. Management Prefers8 years of Roadway Design experience. Registered professional engineer with the NC Board of Examiners for Engineers and Surveyors. Education & ExperienceBachelors degree in engineering and 6 years progressive engineering experience including 4 years of supervisory experience or An equivalent combination of training and experience.
