Dental for 2 dogs under 15 lbs

Does anyone know where I can get free dental for my dogs. I am a single mom of 4 who has been unemployed for 6 months. I have 2 small dogs a rack russell and a chihuahua who are in desperate need of Dental Cleaning I took them for a free check up at the vet and he stated due to the plague my dogs are now have some heart issue and stated they needed service very soon. I was hoping to find work as the vet quoted me approx 500 each and I am unable to pay for this but do not want my babies to get worse. Please Help
