Director of Purchasing

Administers the purchasing function as Director of Purchasing for all agencies under the jurisdiction of the Board of Regents for the Oklahoma Agricultural and Mechanical Colleges to ensure that the procurement of goods and services is done on a timely lowest responsible basis and provides administrative direction within established standards. Ensures that purchasing processes for all agencies under the jurisdiction of the Board of Regents for the Oklahoma Agricultural and Mechanical Colleges are coordinated unified and integrated through the use of OK Corral (SciQuest e-procurement system). Administers supervises and mentors the Purchasing Department s human resources. Administers internal and external relationships responsibilities also include educating training and mentoring staff and faculty for all institutions reporting to the Board of Regents. Manages relationships with suppliers. Serves as procurement advisor to the Board of Regents. Promotes trains and demands high ethical standards and integrity within the organization. Develops procedures and keeps abreast of procurement procedures technology for more effective and efficient procurement processes. Develops training programs participates and networks in professional development organizations. Applicants are required to submit a copy of their certification from the NIGP or ISM and their transcripts for this position. Minimum qualifications Bachelor degree in business or related discipline and four years of experience successfully supervising professional staff. Must have seven years of experience procuring goods and services as well as current certification from the National Institute of Governmental Purchasing (NIGP) or Institute of Supply Management (ISM). Good interpersonal relationship skills are required as well as the technical ability to effectively serve as a resource person. Must be honest have integrity and high ethical standards. Ability to train and coach staff in procurement methods and customer service. Demonstrated skills in effective management supervision and team building. Excellent verbal communication skills listening skills to accurately interpret what others are saying ability to articulate goals strategies and direction. Strong leadership and interpersonal skills detail oriented have strong organizational and time management skills. Ability to establish and maintain good working relationships with co-workers supervisors other system personnel and the public. Ability to work independently and under pressure to manage multiple concurrent tasks and responsibilities and to deal with changing priorities while maintaining personal effectiveness.
