CH2MHILL BWXT West Valley LLC (CHBWV) is an environmental management company under contract to the Department of Energy (DOE) whose mission is to decommission a former nuclear fuel reprocessing facility. CHBWV is located 35 miles south of Buffalo New York close to excellent ski resorts boating and fishing on Lakes Erie Ontario and Chautauqua. Position Title Programmer Analyst Req. EX-070 Posting Date 04 29 2015 Posting Closed 05 20 2015 Job Summary Develop implement and maintain computer and information systems of limited scope to satisfy complex business requirements. Duties Must be able to perform the essential functions of the position with or without reasonable accommodation. Design program test implement and document new computer programs and modifications to existing programs under the direction of management or senior systems personnel. Diagnose and resolve any system problems attributable to assigned programs in a timely fashion. Analyze recommendations for system modification or development and research alternatives to optimize the system design for assigned system areas drawing upon the experience of more senior personnel. Collaborate on and follow through on assignments in line with the project strategy as a member of a system project team.Cooperate with other systems personnel performing related phases of technical work on the project. Interface with functional users and senior systems personnel to discuss applicable design alternatives for assigned areas. Present to department management oral and or written reports and proposals covering improvements or modifications. Assist in researching new developments in data processing techniques computer hardware and software design and programming techniques and use knowledge in daily job function. Must have technical knowledge of appropriate programming languages software engineering techniques and an understanding of business theories practices in the field of Computer Science. Must be able to resolve technical and administrative issues on assigned portions of development projects in functional areas especially incorporating new ideas resulting from progress in technology. Solutions often require consideration for the increased complexity of an extremely dynamic industry. Frequent recourse to precedents and direction from management or senior systems personnel. Must be able to understand and translate functional user needs participate in the design and or maintenance of a business and or technical application taking into account its impact on existing processes applications hardware and human resources. Must be able to evaluate and recommend optional solutions to problems that arise from conflicts between functional requirements and system technical capabilities. Must be able to research alternatives under the guidance of senior system personnel. Must be able to work under direct supervision with detailed instructions to perform assigned tasks following established procedures. Must be able to strictly adhere to specific detailed guidelines covering basic aspects of computer technology principles. Must obtain clarify or give facts or information. Must perform specific routine operations to facilitate the work of others. Must be able to interface with employees within immediate department. Must be able to obtain clarify and give facts or information to others in the department. May also interface with others within the company. Must be able to exchange information with systems personnel and division management to resolve issues and objectives and arrive at a consensus when an application change affects more than one function in order to maximize the benefit of the application. Must be able to discuss problems and progress review plans and recommendations and secure agreement in direction with higher classified systems personnel and division management. Must be able to provide procedural or technical recommendations to division management. Must be able to provide written instructions to computer operations personnel to facilitate application testing and execution. Must be able to explain technical concepts in non-technical language. Must be proficient in the use of standard MS Office applications (Word Excel Access PowerPoint etc.) demonstrate proficiency with Visual Basic for Applications (VBA) and Oracle Structured Query Language (SQL) and have basic understanding of relational database design techniques. Education & Experience Bachelor s degree in Computer Information Science and a minimum of two years of related experience or equivalent combination of education and related experience.
