NEW HIGHER SALARY 80 011 - 156 021 The ChallengeWe are looking for leader to direct NCDOT s Environmental Policy Unit (EPU) in our Raleigh headquarters. NCDOT s EPU provides the expertise in all matters related to the National Environmental Policy Act and State Environmental Policy Act (NEPA SEPA). This team Provides NEPA SEPA and general project planning resources for Division and Central practitioners. Reviews environmental planning documents for compliance with regulatory and administrative record requirements Advises and provides recommendations on planning documents MERGER process and meetings and the overall project planning process. Keeps up to date and comments on federal state regulations and legislation related to project planning and its associated technical aspects. Redesigns processes to meet new regulatory requirements and communicates trains these procedures to department staff and consulting partners. Conducts outreach to other state DOT s and the private industry to remain on the leading edge of streamlining techniques and best practices and incorporating new techniques. Maintains procedures processes and associated planning document templates. Coordinates develops delivers NEPA SEPA training. Coordinates NEPA SEPA issues with key stakeholders including FHWA USACE and NCDENR. Ensures our presence at most MERGER and other project planning meetings to monitor opportunities for process improvements troubleshoot common obstacles support issue resolution and reduce the risk of legal threats. Serves as an advisor to project managers consultants and leadership on unique innovative strategies and specific projects to expedite project development while meeting regulatory requirements. In this role you will Develop maintain supervise and lead a team of NCDOT NEPA SEPA experts who serve as internal advisors to our project managers and consultants developing projects across the state. Manage 2 Regional Leads who focus on overall program and project delivery goals. Prioritize and oversee resources and services provided by the Unit. Establish program objectives in collaboration with Executive Leadership the Technical Services Director and other business unit heads. Ensure the department has a thorough understanding of applicable NEPA SEPA regulations and best practices. Assess overall department trends and recommendations for possible changes in policies processes and provide training communicates about those changes to NEPA SEPA practitioners and the consultant industry across the state. Assess incoming service requests and assign them. Serve as the key point of contact and primary communicator for the NEPA SEPA Program within NCDOT the Board of Transportation the Legislature the consultant community industry partners and other states. Ensure that engineering decisions and supporting analyses are adequately presented in project specific environmental documents that the documents contain sufficient information and analysis to support project decisions utilized by the NCDOT (and Federal Highway Administration for federally funded projects) and legal sufficiency to sustain the scrutiny of court litigation. What You BringExperience with the development and delivery of transportation projects. Working knowledge of the National State Environmental Policy Acts and other related federal and state environmental laws and regulations as it applies to the transportation projects. Experience leading transportation and environmental decision-making and or preparing NEPA SEPA documents. Experience developing improving organizational processes and procedures to facilitate and improve project delivery. Experience leading managing a professionals team with diverse technical backgrounds including mentoring coaching and managing technical staff competencies measuring employees performance conducting interviews making recommendations to fill positions and recommending taking disciplinary actions. Management experience supervising permanent employees in environmental work. Education & ExperienceBachelor s degree in agricultural biological engineering environmental or natural resource sciences or a closely related curriculum and 7 years of relevant environmental experience or An equivalent combination of education and experience.
