NEW HIGHER PAY 47 959 83 928 The ChallengeWe re looking for an experienced Environmental Specialist to join our Mitigation and Modeling (M& M) team that contributes to the planning permitting and streamlining of transportation projects and overall program delivery. In this role you will Provide technical assistance to the M& M team to support Wetland stream and buffer on-site mitigation efforts GIS mapping and geodatabase development Private mitigation banking contracting and record keeping NC Division of Mitigation Services coordination Mitigation site encroachments by NCDOT or third parties NCDOT mitigation site transfers to recipient agencies Indirect and Cumulative Impact assessments Environmental assessment applications of Unmanned Aerial Systems Development and implementation of Project ATLAS Application of wetland and stream prediction models Work independently while interacting with engineers project managers and regulatory agencies to collect evaluate analyze and tabulate data for inclusion into project environmental documents and permits. Coordinate work with civil hydraulic and structural engineers and other professionals and technical experts. Provide indirect and cumulative impact (ICI) analysis for water quality and federally-protected species. Develop conservation measures to minimize the impacts of indirect and cumulative effects. Develop cost-effective onsite wetland stream and buffer mitigation opportunities for impacts resulting from transportation projects. Develpo and implement Project ATLAS - our enterprise application consisting of 3 tools Search Screen and Workbench. ATLAS relies on GIS-based data and spatial analysis to advance project development and program delivery. Oversee and coordinate with the NC Department of Environmental Quality (NCDEQ) Division of Mitigation Services (NCDMS). Create and manage NCDOT s Umbrella Mitigation Banking Instrument (UMBI). Provide long-term management of NCDOT mitigation resources through the Mitigation Geodatabase Onsite Mitigation debit ledger NCDOT Stewardship Program and 3rd-party transfers of mitigation sites. Develop GIS-based wetland and stream predictive models. Provide advanced remote environmental screening for transportation projects on the State Transporation Improvement Program (STIP). Apply emerging technologies such as UAV monitoring of mitigation sites to help expedite project delivery. Develop and maintain our STIP impact projection database. Manage outsourcing contracts for the natural environment groups including coordinating Private Engineering Firms (PEF) estimates establishing purchase order contracts and processing invoices along with all the documentation requirements and record keeping in our SAP database. What You BringKnowledge of the principles of natural and environmental science related to transportation planning and environmental assessments. Knowledge of Federal State environmental laws and regulatory requirements - NEPA SEPA Clean Water Act and Endangered Species Act. Experience with techniques and methods used to conduct ecological field inventories stream delineations wetland delineations and protected species surveys. Project management experience planning and coordinating work managing project schedules and deliverables and evaluating reviewing work done by others. Experience supervising contractors and or consultants. Thorough knowledge of wetland systems biological communities and the relationship of highways and highway development to streams and wildlife. Computer skills in Microsoft Office ArcMap MicroStation or similar mapping CAD software. Experience with Trimble GPS Units. Problem solving skills the ability to resolve conflicts and apply critical thinking to complex environmental issues. Excellent communication skills to convey complex and technical information in writing and verbally to a varied audience. Education & ExperienceBachelor s degree in agricultural biological engineering environmental or natural resource sciences or a closely related curriculum and 2 years of relevant experience or An equivalent combination of education and experience.
