The ChallengeWe re looking for an Engineer Manager to join and help lead our Intelligent Transportation Systems & Signals Management (ITS & SM) team in our Raleigh headquarters. This team consists of three groupsITS Design Signal Equipment Traffic Electronics Center (TEC) These groups are responsible for engineering plans specifications and estimates for the successful application installation and maintenance of all traffic signals central computer-based signal systems and ITS technologies installed on the NC highway system. The team is responsible for establishing policy procedures and standards of work to ensure conformance with Federal guidelines and NC General Statutes. In this role you willPerform a variety of supervisory and administrative functions as well as review approval and sealing of ITS & Signal Equipment design plans project special provisions and estimates for the ITS & Signals Management Section. Oversee the development of material specifications and installation methods for ITS and traffic signal equipment and communications networks. Lead programs and initiatives in coordination collaboration with diverse stakeholders. Serve as a liaison to other Mobility and Safety Division teams and field divisions across NC Plan organize review & direct work financial management orientation & training performance monitoring and review and hiring & disciplining employees. Perform special assignments as needed. Provide professional expertise in design and assist in solving complex traffic engineering problems. Help develop procurement documents evaluate equipment bid proposals and oversee stocking and inventory of traffic signal equipment at the Central Equipment Depot. Oversee evaluation of traffic signal equipment and administration of ITS and Signals equipment Qualified Products List. Oversee preparation of electrical and programming details for traffic signals daily operations of the Traffic Electronics Center and special project work requiring unique ITS & SM Section expertise. What You BringExcellent presentation public speaking written and verbal communications skills. Advanced knowledge and experience of traffic engineering and traffic operations concepts practices and theories including Manual on Uniform Traffic Control Devices (MUTCD) Traffic Engineering Handbook AASHTO Handbook NC General Statutes and applicable State policies procedures. Contract management experience is required because this position works extensively with Private Engineering Firms (PEFs) on professional services. Flexibility in management styles and approaches to problem solving. Contract management experience. Demonstrated ability to work cooperatively in collaboration with diverse stakeholders and to explain complex engineering concepts and related facts in a clear concise and organized manner. Demonstrated ability to work with NCDOT teams municipalities private engineering firms and contractors. Experience with traffic engineering and traffic operations concepts practices and theories as it relates to ITS and signal systems including experience preparing technical drawings and specifications for ITS Computerized Traffic Signal Systems and Signal Communications design including utility make-ready plans fiber optic communications cable routing plans ITS plans that may include various ITS device implementation such as CCTV cameras DMSs fiber optic communications networks Ethernet network systems fog and wind detection system and automated commercial vehicle technology Demonstrated leadership experience skills and knowledge through past supervisory experience. NotesThis role allows flexibility while holding employees accountable. You will get to travel statewide and occasionally nationally. You may be required to work a varying work schedule due to the nature of the work. We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors. Management PrefersCandidates withstate Class C Driver s License for frequent travel statewide with occasional overnight travel. Registration as a NC Professional Engineer. Advanced knowledge of the National Electrical Code National Electrical Safety Code and NTCIP standard related to ITS and Signal equipment. Education & ExperienceBachelors degree in engineering and 6 years progressive engineering experience including 4 years of supervisory experience or An equivalent combination of training and experience.
