The ChallengeWe are looking for an experienced engineer to join our Prequalification team in our Contract Standards and Development Unit in Raleigh NC. Prequalification of construction and professional services firms applies all modes of transportation. The Prequalification team is the central point of contact for all prequalification reviews and evaluation requests. In this roll you will Manage daily operations in the prequalification of bidders subcontractors and consulting firms wishing to perform work for NCDOT. Be familiar with how businesses operate and different business structures. Work closely with NCDOT field staff and central units to determine remedial actions should the contractor fail to carry out project requirements including and up to removal from the bidders list. Maintain knowledge on changes required to the development or State General Statute revisions relating to Prequalification and the North Carolina Administrative Code. Assist with Standard Specification updates regarding prequalification. Work with other central units (i.e. Construction and Contract Standards and Development) to ensure that all program requirements are up to date. Provide day-to-day interpretation of NCDOT procedures and other engineering contract matters to NCDOT staff and the contracting industry. Develop solutions to unique problems situations pertaining to prequalification. Attend pre-bid meetings with all the modes of transportation as well as outreaches on larger project. Assist in updating of Unit s Business and Strategic plan related to prequalifications. Oversee industry customer support by being handling the online application process and any changes to the prequalification process that impact the online application. What You BringExperience working in highway construction or with consultants. Knowledge of internal organizational structure business needs objectives budget planning legal public relations considerations contract planning or other related factors. Knowledge of relevant administration laws regulations and policies federal state regulations and laws FHWA policies and guidelines and NCDOT organization policies procedures and guidelines. Computer skills in Microsoft Office Applications and SAP online databases. Experience gathering and analyzing data information and creating technical administrative reports and presentations. Ability to manage coordinate and make final approval for complex broad variety scope of program project specifications for completeness compatibility compliance with engineering principles standards codes and design needs. Research skills to identify alternatives and designs or analyze special details for nonstandard items of work for programs projects. Ability to determine program project priorities processes and procedures. Ability to resolve approve major project program changes. Ability to independently make final recommendations and decisions requiring specialized engineering program knowledge. Ability to serve as Prequalification technical expert and represent NCDOT as an expert on compliance with engineering principles standards codes designs and statutes and address conflicting design constraints. Communication skills to modify delivery language and content to different audiences. Verbal and written communication skills to create clear concise and organized reports addressing novel complex engineering concepts facts such as standards practices codes regulations. Strategic skills to participate and lead development of long-range strategic goals. Management PrefersRegistered North Carolina Professional Engineer. Education and ExperienceBachelor s degree in engineering and 4 years of relevant experience or An equivalent combination of education and experience.
