The ChallengeWe are looking for an experienced auditing professional to direct and lead our NCDOT Office of Inspector General operations. In this role you will Participate in a variety of audit projects across a multi-faceted government agency by providing high-quality high-impact audit services to the entire department. Be a key contributor to NCDOT management by providing your strong professional presence technical expertise business sense and passion to improve our internal control environment. Review major parts of NCDOT s accounting system and central office monitoring functions to determine if our systems ensure accountability and compliance with all laws rules policies and procedures applicable to NCDOT operations. Lead the coordination efforts of all external NCDOT audit requests and processes. Manage audits of department operations internal financial and performance audits Single Audit monitoring of grant recipients Disadvantaged Business Enterprise (DBE) compliance monitoring Investigations and audits of contracts and agreements with consultants utilities railroads and turnpikes. Ensure that processes have been established to promote fraud detection and deterrence. Ensure that audits are conducted in accordance with generally-accepted government auditing standards. Perform annual audits to determine efficiency effectiveness accuracy of estimates charges of NCDOT contracts with private contractors and other government entities. Have the sole responsibility for audit report contents. Review and approve all audits. Report to the NC Secretary of Transportation. Report findings to the Board of Transportation. What You BringDemonstrated ability to Develop plans to accomplish work operations and short- range goals and objectives. Technically oversee all services supervised. Establish and commit to a course of action to accomplish short-range goals in coordination with the NCDOT vision. Evaluate and allocate resources plan procurement and oversee budget and contracts to ensure NCDOT fiscal stability. Thorough knowledge of Professional auditing fiscal theory techniques practices and procedures. Fiscal auditing and skills in applying this knowledge in a review. State and federal rules and regulations governing the fiscal program. NCDOT practices procedures and principles. Education & ExperienceBachelor s degree in accounting business finance or other discipline related to the area of assignment with 12 credit hours of accounting coursework and 6 years of relevant experience and 3 years of supervisory experience or Bachelor s degree and certification licensure as a certified public accountant certified internal auditor certified fraud examiner certified information system auditor or related certification license and 6 years of related experience including two years of audit experience and 3 years of supervisory experience or An equivalent combination of education and experience.
