The ChallengeAre you ready to lead the drone transportation revolution NCDOT is hiring an experienced Unmanned Aviation System (UAS) Program Manager. NCDOT s UAS program focuses on enabling and expanding the beneficial use of drones and supporting our growth and development of the NC drone economy for public and commercial use. NCDOT UAS program also maintains the nation s first and only state UAS knowledge test and permitting system. You know that drone technologies offer the potential to transform how we live and work but unleashing that potential requires a skilled leader understanding the complex infrastructure and regulations at the federal state and local levels to achieve the potential. You will lead our UAS program in 3 areas Expanding safe efficient and cost-effective drone use by NC government with a focus on integrating drones across NCDOT. Enabling the expansion of small drones for deliveries focusing on medical deliveries and support of emergency response to natural disasters. Developing infrastructure enabling advanced air mobility including moving people and cargo by autonomous aircraft. The manager role operates with high accountability authority and consequence of error and requires expert-level technical and applied knowledge in UAS. In this role you will Design develop implement analyze and direct the UAS program helping advance the application of UAS technologies and help maintain NC s leadership in drone innovation and integration. Complete our 5-year strategic plan and lead the plan implementation. Manage the NCDOT UAS program in collaboration with and oversight by the Federal Aviation Administration. Ensure compliance with state federal policies related to UAS programs and policies. Provide UAS subject matter expertise and technical supervision for agencies and partners. Monitor trends and best practices. Conduct research. Make strategic recommendations and decisions. Lead short- and long-range planning. Provide operational and fiscal oversight of the UAS program. Manage staff and resources. Develop and institute policies procedures and training. Monitor compliance. Cultivate relationships participation and cooperation among public and private partners particularly the Federal Aviation Administration state and federal emergency management NCDOT units and innovative UAS-related companies to develop optimal uses for drones and advance those uses by following existing rules and advocating for rule changes. Lead and support our outreach and reporting to promote support for NC air transportation. This includes maintaining and providing accurate timely information on activities and results of the Division and its partners through routine reporting (weekly quarterly annually and as requested) and working with NCDOT s Communications office to plan and carry out public outreach and publication relations campaigns and activities. Participates in and contribute to the NCDOT s strategic planning annual work planning progress and results tracking and reporting activities focused on advancing the agency s vision and mission and fulfilling state mandates. What You BringExperience managing programs and projects including setting short-and long-range planning and goal setting and mobilizing staff and partners in the public and private sectors to achieve a common vision and plan. Experience operating effectively in a large organization preferably a public agency including following prescribed practices for hiring and managing staff procuring good and services and developing and managing detailed budgets. Experience developing and administering new initiatives processes procedures and training to advance program objectives. Experience interpreting state federal policies rules regulations related to manned and unmanned operations in the National Airspace and recommending changes to advance program objectives. Communication skills speaking in public settings and writing clearly for a variety of purposes and audiences. Education and ExperienceBachelor s degree and 5 years of relevant experience and 2 years of supervisory experience or An equivalent combination of education and experience.
