The ChallengeWe are looking for an experienced Rail Equipment Engineer to join the NCDOT Rail Division in our Raleigh headquarters. In this role you will Perform complex & advanced engineering work in the design operation maintenance and documentation of NC-owned rail locomotives railcars rail equipment and rail supporting maintenance facilities. Work with contracted rail & facility maintenance staff and consulting firms for long-term fleet management planning and support of daily rail operations. Provide interpretation and implementation of policies to ensure NCDOT Rail Division s fleet operations and oversight comply with federal and State regulations and Departmental and industry requirements. Serve as the engineer responsible for all day-to-day rail operations and programs totaling 200M in budget authority including the Piedmont Renewal and Investment in Modern Equipment (PRIME) program - a program to completely replace the state-owned Piedmont fleet (the 1st program of its kind in 25 years of NC passenger train operations). Ensure compliance with purchasing inventory procedures budget management and determination of the most efficient effective means to perform all day-to-day engineering and operations of rail mechanical and maintenance facilities passenger equipment and locomotives. Manage rail mechanical and maintenance facility and equipment design specifications including civil electrical and mechanical requirements. Ensure quality assurance quality control work planning and scheduling of critical tasks availability of facilities and equipment and contractor performance. Manage consulting engineering firms and architects on a continuing basis. Maintain high-level contacts with the Federal Railroad Administration AMTRAK equipment manufacturers equipment component vendors and suppliers other state and federal agencies Rail Division and NCDOT leadership in carrying out complex programs and projects. What You BringTechnical expertise in rail equipment and maintenance. Management skills to help lead long-range strategic goals. Experience managing complex programs and projects for completeness compatibility compliance with engineering principles codes and design needs and standards. Thorough knowledge of business needs objectives budget planning and legal considerations. Extensive working knowledge and understanding of engineering concepts practices and theories used in rail equipment engineering or mechanical electrical engineering. Ability to determine program project priorities processes and procedures. Ability to independently make final recommendations and decisions requiring specialized engineering program knowledge. Communication skills to modify delivery language or content to the needs of different audiences. Verbal and written communications skills to convey concisely and in an organized manner reports addressing novel or complex engineering concepts and facts such as standards practices codes regulations. Education and ExperienceBachelor s degree in engineering and 4 years experience or An equivalent combination of education and experience.
