The ChallengeWe re looking for an Senior Engineering Supervisor to manage our Traffic Noise and Air Quality team in our Raleigh headquarters. The Traffic Noise & Air Quality team Provides expertise in traffic noise abatement and project level air quality considerations. Develops qualitative and quantitative project-level air quality analyses. Reviews and approves all preliminary and final traffic noise analysis performed for highway projects. Evaluates and designs feasible and reasonable noise abatement in compliance with the Traffic Noise Policy. Develops qualitative and quantitative project-level air quality analyses for highway construction projects. In this role you will Serve as NCDOT s traffic noise and air quality program authority and technical expert. Ensure our compliance with all laws rules regulations and policies pertaining to traffic noise and air quality. Perform highly specialized complex highway acoustical analysis related to traffic noise modeling reporting and design of noise abatement measures. Set procedural standards for data collection and analysis utilization of the Traffic Noise Model (TNM) computer modeling software MOVES modeling software for air quality analysis and traffic noise and air quality analysis reporting. Coordinate with private engineering firms evaluate their work for completeness and technical accuracy review and approve scopes of work estimate labor and costs negotiate fees and process invoices. Lead project team meetings coordinate with project teams and our 14 Transportation Divisions to ensure noise and air analysis and abatement recommendations designs are conducted in compliance with applicable laws and NCDOT policy. Participate in public meetings and hearings as a subject matter expert on traffic noise issues. Respond to citizen concerns and questions about traffic noise and abatement. Work very independently while interacting with engineers and technicians to collect evaluate analyze and tabulate data for inclusion into project environmental documents. What You BringExperience with Traffic Noise Model (TNM) computer noise modeling software. Expertise in acoustical analysis especially related to traffic noise and highway-related noise impacts and abatement. Knowledge of the NCDOT Traffic Noise Policy NCDOT Traffic Noise Manual NCDOT Air Quality Manual Federal Highway Administration regulations pertaining to traffic noise and abatement and project-level air quality analysis. Experience planning managing and coordinating projects schedules and deliverables. Ability to multi-task prioritize work assignments and efficiently manage multiple projects and teams while maintaining project schedules. Experience supervising evaluating and reviewing work done by permanent employees and contractors consultants. Thorough knowledge and understanding of the principles and practices of transportation planning and project development especially related to highway projects. Leadership skills to build and maintain great working relationships with staff colleagues and others in the private and public sectors. Ability to analyze technical data to draw conclusions make recommendations and decisions and clearly communicate recommendations decisions to colleagues and the public. Working knowledge of NEPA and SEPA requirements and principles. Problem solver conflict resolver and critical thinker tackling complex issues. Education & ExperienceBachelor s degree in agricultural biological engineering environmental or natural resource sciences or a closely related curriculum and 5 years of relevant environmental experience and 3 years of supervisory experience or An equivalent combination of education and experience.
